cPanel/WHM monthly dedicated and VPS licenses are activated automatically upon payment. Annual licenses are activated manually, and thus are processed within 24 hours. The only case where instant activation may not occur for monthly licenses is if you are transferring from another provider, a license transfer takes up to 48 hours and you will not experience any downtime in that time.
